The Kirksville City Council is expected to approve a contract tonight that specifies how the city will spend a $415-thousand grant from the state fund for transportation enhancement projects. The grant requires the city put in at least 20-percent of that, but due to the higher cost of the full project, the city will be spending just over $392-thousand from Downtown TIF funds to get the work done. Phase 2 consists of sidewalks, curb and gutter, decorative lighting, installing a median and removing some parking. The work will also address some storm water drainage issues.
The money part of the second phase of work on Franklin Avenue is nearly in place.
