The Kirksville City Council is now officially stated as opposing this change. Appointed to the executive board of the Northeast Missouri Solid Waste Management Council as officials are council member Roger Edge and City Manager Mari Macomber, as an alternate official. The council voted to approve both Edge and Macomber as officials after voting on the opposition to Senate Bill thirteen.
