Surprise Bills Forgiven

The Kirksville City Council has agreed the right thing to do for water customers left facing a surprise “catch-up” bill after their water meters are replaced is to forgive the bill. It could cost the city more than $50,000 in lost revenue as it completes the water meter replacement project, but council members agreed unanimously to write off the catch-up amounts. With about one-fourth of the meters now replaced, the failure rate found in the remote-sensing meters being replaced is 6-percent, three times what experts estimated it would be.
