Kirksville R-III To Stop Using Substitute Replacement Service

No more outsourcing of substitute teachers. That’s the decision made by the Kirksville R-III School District.

Costs were a factor in the decision. The district had been paying a substitute teacher replacement service in order to remain in compliance with the Affordable Care Act in 2016. If employees are working full-time hours and the district doesn’t offer full-time benefits and health insurance, the district will be subjected to penalties by the IRS. The district thought the penalties would cost them too much, but now they’ve determined that using the replacement service would cost about $90,000 more per year than the district would pay for substitutes, and any penalties due to the Affordable Care Act.
