The City of Kirksville is planning smoke testing on the sanitary sewer lines in several areas during the week of November 11. These tests involve blowing harmless smoke into parts of the sewer system to find damage, improper connections, and where unwanted water may be entering the sewer system. As a result, smoke may be seen coming from roof vents, building foundations, catch basins, clean-outs, downspouts, sewer laterals, or manhole covers. The smoke will not enter your home or business if it is properly plumbed, vented, and the water traps contain water. If you have a bathroom or plumbing fixture that is not used or is seldom used, traps should be filled by running water in the fixtures the day before scheduled smoke testing. Water can evaporate from unused plumbing fixtures and sewer gases can enter the home. Water should be added every month thereafter to prevent sewer gas from entering the home or office. Your presence is not required during the tests.

Governor rescinding 177 executive orders
The Governor’s Office says in an effort to leave state government better than he found it, Governor Mike Parson has signed Executive Order 24-11, which rescinds 177 past executive orders that are no longer necessary or applicable. These orders date back to the 1980s with many being past state of emergency declarations or found to be in conflict with changes to state law and/or Missouri and U.S. Courts’ opinions. The vast majority of the 177 executive orders being rescinded are because the issue or crisis they were intended to address no longer exists. It is now common practice for executive orders to be issued with a specific date of rescission so that they do not linger in effect unnecessarily.
Halloween warning from Highway Patrol
The Highway patrol says it’s that time of year when young ghosts, vampires, superheroes, and cartoon characters are planning their night of trick-or-treating. While some local events take place in large parking lots the weekend prior, many trick-or-treaters will be out on Halloween night. It’s imperative that drivers and pedestrians stay alert. Young children excited by Halloween could dart in front of a vehicle. Slow down and drive with extra caution. Expect an increase in the number of slow-moving vehicles in neighborhoods as motorists pick up and drop off trick-or-treaters. Please be courteous and stay alert for trick-or-treaters of all ages. Distracted drivers are dangerous drivers?when you’re driving, keep your eyes on the road, not on your phone! Parents, please remind children to approach only familiar houses that are well-lit. Remind them they should never enter a stranger’s house or vehicle.

Several school districts leaving NCMC
NCMC Schools Announce Dissolution of North Central Missouri Conference (NCMC) at the end of the 2025-2026 school year. The five remaining schools in the North Central Missouri Conference (NCMC)-Hannibal Public Schools, Kirksville School District, Moberly School District, Marshall Public School, and Mexico Public Schools, have made the difficult decision to dissolve the conference, effective at the end of the 2025-2026 school year. The NCMC, which has proudly supported student athletes since its founding in 1971, has seen significant changes over the years as several member schools have moved to other conferences. Providing the best opportunities for student-athletes remains the top priority. After careful review, member schools concluded that the current five-district structure of the NCMC conference is no longer sustainable and limits the competitive opportunities students deserve.
