The Kirksville High School Homecoming Parade is happening at 4:00 pm this Friday, October 10. Please be advised of downtown street closures for this event. Franklin Street, between Missouri Street and Normal Street, will be closed to vehicle traffic and parking. Signage has been posted in these areas.
Officers will tow any vehicles parked in these areas after 2:00 pm on Friday.
Franklin Street north of Missouri Street, as well as portions of Illinois, Buchanan, Hickory and Cottonwood streets, will also be affected as parade participants will be lining up on those streets.
Governor signs redistricting plan
Governor Mike Kehoe signed House Bill (HB) 1 of the One Hundred Third General Assembly’s Second Extraordinary Session of the First Regular Session into law. HB 1, sponsored by Representative Dirk Deaton and Senator Rusty Black, creates provisions for redistricting federal congressional seats. On August 29, Governor Kehoe convened the General Assembly for a special session to enact legislation establishing updated congressional districts for the State of Missouri and amending the state’s initiative petition process. Governor Kehoe worked with the General Assembly to pass the Missouri First Map in HB 1, a more compact, contiguous map that was created by Governor Kehoe’s team.
Highlights of the Missouri First Map:
Splits fewer counties and municipalities than the current map.
Preserves two congressional districts as currently drawn.
Retains every current member of Missouri’s congressional delegation in their current districts.
On September 12, the General Assembly truly agreed to and finally passed the Missouri First Map in House Bill 1 and the “Protect Missouri Voters” amendment in House Joint Resolution 3, which will be placed on the ballot for voter approval.

Kehoe wants different focus on SNAP program
Governor Mike Kehoe and the Missouri Department of Social Services (DSS) announced that the State of Missouri has submitted a waiver request to the United States Department of Agriculture (USDA) Food and Nutrition Service (FNS) to alter Missouri’s Supplemental Nutrition Assistance Program (SNAP) to refocus the program and support the purchase of healthy foods. Governor Mike Kehoe signed Executive Order 25-30, ordering the Director of DSS to prepare and submit a waiver to FNS to alter Missouri’s SNAP program in a manner that prioritizes healthy foods and nutritional value, discourages foods that are high in added sugar and ultra processed, and supports Missouri agriculture.

Applications open for scholarships to Truman State
Truman State University says applications are now open for Spring 2026 Foundation Scholarships available through the Truman State University Foundation. Recipients must be enrolled full-time during the term of the scholarship to receive scholarship funds. Applications can be submitted and revised at any time prior to the Oct. 19 deadline. To apply, log in to TruView, go to the Student Tab, Scholarships, Financial Aid & Loans then Foundation Scholarship Application. These scholarships are available thanks to the private gifts of alumni and friends of the University.
Contractor crews starting work on sidewalk improvements
MoDot says Weather permitting, as early as October 2, contractor crews will begin work on a sidewalk (ADA) improvement project in Adair County Route V, from Redtail Hawk Lane to Frontage Lane in Gibbs. Route V will be closed October 2, between Pine Street and Olive Street in Gibbs, between the hours of 7:00 a.m. and 5:00 p.m. to facilitate culvert installation. Motorists will need to use alternative routes to reach their destinations. Throughout the project, motorists can expect the following traffic impacts at various locations:
Temporary closures of pedestrian facilities
Intermittent lane closures with a 10-foot width restriction at the location where crews are actively working
Short-term temporary road closures as necessary
Bathroom delivered to P.C. Mills Park
The City of Kirksville says the new bathroom at PC Mills Park was delivered earlier this morning! Construction at the park will continue over the coming weeks on the new splash pad. Both of these exciting additions are scheduled to open next year.
Check out “39 Steps” at Truman Theater
Truman State says Truman Theatre’s first production of the year, “The 39 Steps,” will run Oct. 2-5 in the James G. Severns Theatre in Ophelia Parrish. Tickets are $15 and can be purchased at online or at the theatre prior to each performance. “The 39 Steps” is a fast-paced spoof that is equal parts slapstick comedy and film noir thriller. Students Tommy Byrne, Anna Million, Elias Tucker and Ellen Sheely breathe life into this comedic adaptation of the Hitchcock suspenseful 1935 film by playing more than 20 characters in 15 locations, including a plane crash à la North by Northwest. Cat Gleason, assistant professor of theatre, directs with a creative team featuring student designers including Lauren Cavanah on costumes, Wendy Crum on lights and Kendall Morris on sound.
